Allows foreign-flag tender vessels to transport salmon from vessels owned by citizens of the United States to onshore processing plants in Alaska during the 1980 salmon season. Directs the Secretary of Commerce to promulgate regulations to assure that such foreign-flag tender vessels do not displace domestically owned tender vessels.
