Directs the Federal Energy Regulatory Commission, upon licensee request, to extend until December 31, 2001,the period required for commencement of construction of a specified hydroelectric project in Pennsylvania. Provides for reinstatement of such construction license if it has expired before the date of enactment of this Act.
