Summary
Establishes the Regional Marine Research Trust Fund (Fund) in the Treasury. Directs the Secretary of the Treasury to transfer monthly into such Fund any unobligated balance of the Offshore Oil Pollution Compensation Fund in excess of $195,000,000. Authorizes the appropriation of additional sums to the Fund. Makes amounts in such Fund available, as provided in appropriation Acts, for implementing the Marine Research Act of 1988, but not amounts in excess of $33,000,000 for any fiscal year. Requires the Secretary to report to the Congress each year on the condition and operations of the Fund during the preceding fiscal year and on the expected condition and operations of the Fund during the next five fiscal years.
