Declares that the United States should: (1) act to uphold Bosnia-Hercegovina's right to self-defense as provided under the United Nations (UN) Charter and seek the lifting of the international arms embargo as it applies to that country; (2) assemble a multinational coalition to enforce the existing UN "no-fly" zone over that country; (3) ensure that irregular forces there either withdraw, be subject to Government authority, or be disbanded and disarmed with their weapons placed under international monitoring; (4) ensure unimpeded delivery of humanitarian aid to all civilian populations there; (5) ensure unimpeded access to all camps, prisons, and detention centers there by international humanitarian organizations and facilitate the release of all detainees from such facilities; (6) seek an increase in the number of refugees from Bosnia-Hercegovina permitted to enter the United States and other European countries; and (7) work to ensure that those responsible for war crimes and crimes against humanity there are held accountable by an international criminal tribunal.

Makes such motion to proceed to any motion, resolution, or proposal to change any of the Standing Rules of the Senate debatable without this limitation. Amends rule XXII to require an affirmative three-fifths' vote for post-cloture appeals from the decision of the Presiding Officer, except on a measure or motion to amend the Senate rules where a necessary affirmative vote shall be two-thirds of the Senators present and voting. Provides that recommended committee amendments to a measure that has been reported by a committee shall be considered germane with respect to post-cloture. Charges the time consumed by a quorum call to the Senator who requested it under cloture. Amends rule XV to provide that once a measure passed by both Houses has been placed before the Senate, it shall be in order to make one nondivisible motion to: (1) insist on the Senate amendment(s) or disagree to the House amendment(s); (2) request a conference with the House on the disagreeing votes of the two Houses or agree to the request of the House for the same; and (3) authorize the Presiding Officer to appoint the Senate conferees. Many Neighbors, One Earth Resolution - Urges the President to develop and implement a coordinated economic and development policy and program of action designed to promote broadbased, sustainable development. Specifies that such policy and program should have as principal objectives: (1) expanding economic opportunities; (2) meeting basic human needs; (3) promoting environmental protection and sustainable use of natural resources; and (4) promoting pluralism, democratic participation, and human rights. Specifies that such policy and program should involve all relevant international activities of the U.S. Government. Urges specific actions that the President should take, including: (1) working with the Congress to enact legislation providing for a post-Cold War foreign assistance program that would have as its primary purpose the promotion of sustainable development; (2) ensuring that development cooperation programs, conform to such objectives in ways that invigorate local community-based development through taking into account relevant local perspectives of its beneficiaries during the design, planning, implementation, and evaluation process for project and program assistance; (3) providing government-to-government assistance only to countries that exhibit a commitment to development that promotes such objectives, with priority to countries with the highest incidence of hunger and poverty; and (4) encouraging and supporting the efforts of countries to reduce their levels of military spending when such spending is disproportionate to security needs and spending on health, education, and environmental protection.

Expresses congressional support for the sovereignty, political independence, and territorial integrity of Lebanon. Considers the Government of Syria in violation of the Taif Agreement of 1989 (calling for Syrian withdrawal from Lebanon). Urges: (1) Syria to withdraw its armed forces to the gateway of the Bekaa Valley; (2) Syria and Lebanon to agree upon a firm timetable for the complete withdrawal of Syrian forces; (3) the President to consider withholding U.S. assistance to Syria and the Secretary of the Treasury to consider directing the U.S. executive directors of all international financial institutions to vote against loans or assistance to Syria until such withdrawal occurs; (4) the Syrian Government to increase its cooperation with the Lebanese Government in efforts to disarm nongovernmental armed groups and militias in Lebanon; and (5) the President to consider methods of revitalizing the Taif Agreement and to encourage the negotiation of a firm timetable for complete withdrawal of Syrian forces from Lebanon.
