Amends the Congressional Award Act to extend through calendar 2009 the requirement that the Comptroller General determine, and report to Congress on, whether the Director of the Congressional Award Board is complying with requirements for financial operations of the Congressional Award Program. Extends the authorization of the Board from October 1, 2004, to October 1, 2009.
