Summary
Directs the Secretary of Transportation, in determining whether any right- of-way on any Federal-aid system highway should be used for accommodating a utility facility, to: (1) evaluate the environmental and economic effects of any loss of productive agricultural land or any impairment of the productivity of any agricultural land which result from the disapproval of such a facility; and (2) consider such effects together with any interference with the use of the highway in such right-of-way if such facility were approved.
