Summary

Directs the Secretary of Transportation, in determining whether any right-of-way on any Federal-aid system highway should be used for accommodating a utility facility, to: (1) evaluate the environmental and economic effects of any loss of productive agricultural land or any impairment of the productivity of any agricultural land which would result from the disapproval of such a facility; and (2) consider such effects together with any interference with the use of the highway in such right-of-way if such facility were approved.
