Directs the President to initiate multilateral trade negotiations with Japan that meet specified objectives. Requires the President to integrate other Pacific Rim countries into any agreement entered into with Japan as a result of such negotiations. Requires any agreement to be consistent with the General Agreement on Tariffs and Trade.
