Summary
Small Business Minority Contracting Expansion Act of 1980 - Amends the Small Business Act to limit participation in the Small Business Administration's (SBA) minority contract program to five years and to reduce the value of such contracts to a participant by 20 percent each year. Transfers authority for determining eligibility and policy for such program from the Associate Administrator for Minority Small Business and Capital Ownership Development to the Administrator of the SBA.
