Authorizes the President to: (1) restrict the importation of products from countries that do not comply with the U.N. economic sanctions against Iraq; and (2) make payments from U.S.-held Iraqi property to U.S. creditors and U.S. nationals. Directs the President to utilize U.S. export promotion programs to minimize the effects of such sanctions on U.S. exporters.
