Summary

Health Insurance Fairness Act - Amends the Public Health Service Act to prohibit health insurance issuers that provide individual coverage or coverage through an association from: (1) reclassifying an individual from the class such individual was in at the time of issuance of the contract for a health related factor; or (2) increasing the premiums assessed an individual for coverage for a health related reason. Declares that nothing in this Act shall be construed to prohibit a health insurance issuer from terminating or discontinuing coverage or a class of coverage in line with specified provisions of the Act, or from raising premium rates for all policy holders based on clams experience.
