Summary
Requires each entity that receives a Federal grant to provide emergency shelter for homeless individuals to: (1) identify whether each individual seeking such shelter is a veteran; and (2) provide each individual who is a veteran such counseling related to available veterans' benefits as the Secretary of Veterans Affairs considers appropriate. Bars Federal funds to entities failing to comply.
