Summary

International Debt Forgiveness and International Financial Institutions Reform Act of 2000 - Amends the Bretton Woods Agreement Act to authorize appropriations through FY 2003 for U.S. contributions to the Heavily Indebted Poor Country Trust Fund of the International Bank for Reconstruction and Development (World Bank). Directs the Secretary of the Treasury to instruct the U.S. Executive Director of each multilateral development bank to exert U.S. influence to strengthen each bank's procedures and management controls to ensure that funds disbursed by it to borrowing countries are used as intended and in a manner that complies with the conditions of the bank's loan to such country. Directs the Comptroller General to report annually to the appropriate congressional committees on the sufficiency of audits of the financial operations of each multilateral development bank conducted by persons or entities outside of such bank. Amends the Foreign Assistance Act of 1961 to repeal the President's discretionary authority to transfer certain funds to certain international financial institutions for the purpose of bilateral funding.
