Summary
Extends until September 30, 1980, the requirements with respect to employment by the Government: (1) that the Civil Service Commission, executive departments, agencies, and corporations shall limit the number of permanent Federal employees to that required for the effeiciency of the Federal Civil Service; (2) that certain provisions be made concerning transfers from nondefense to defense activities; (3) that the Commission make full use of its authority to prevent excessively rapid promotions in the competitive civil service; and (4) that all executive departments and agencies annually review all positions which since September 1, 1950, have been created or placed in a higher grade or level of difficultury or in a higher basic pay level, and abolish all such positions which are found to be unnecessary.
