Summary
Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) increase and make mandatory Federal hazard mitigation assistance in major disasters; and (2) require the President in carrying out such Act to seek to carry out mitigation activities on an individual and reimbursable basis, subject to any non-Federal contribution required by the Act.
