Summary

Defines the terms used in this Act, including: "earth resources satellite system" and "space segment". Establishes within the Department of the Interior the Earth Resources Observation Administration, to be headed by an Administrator appointed by the President with the consent of the Senate. Directs the Administration to establish and carry out a program to develop more efficient and effective means to acquire and interpret information on the quality and quantity of earth resources in order to assist the United States in earth resources management. States that the Administration shall be responsible for: (1) consultation with all interested agencies of the United States and other entities to ascertain the needs for information on the quality and quantity of earth resources; and (2) planning research, design, development, and operation of earth resources satellite systems. Empowers the Secretary of the Interior and the Administrator of the National Aeronautics and Space Administration to enter into an agreement pursuant to which the National Aeronautics and Space Administration shall undertake the responsibility for the planning, research, designing, development, and operation of the space segment of the earth resources satellite systems on a reimbursable basis. Enumerates specified administrative powers of the Administration. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
