Railroad Retirement Technical Improvement Act of 2006 - Amends the Railroad Retirement Act of 1974 to repeal a provision requiring the Railroad Retirement Board to enter into an arrangement with a nongovernmental financial institution to serve as disbursing agent for annuity and death benefits.
