Summary
Business and Citizen School Volunteers of America Act of 1989 - Directs the Secretary of Education (the Secretary) to make grants to eligible partnerships to assist elementary and secondary schools in organizing, promoting, and utilizing volunteers in such schools. (Defines an eligible partnership as a volunteer program development agreement between: (1) an elementary or secondary school, State educational agency and/or local educational agency; and (2) a government agency, nonprofit organization, institution of higher education, and/or business concern.) Directs the Secretary to establish a National Center for Leadership in School Volunteer and Partnership Programs, through grants to or contracts with an entity, such as the National School Volunteer Program, Incorporated, which is experienced in and has as its primary purpose assisting school volunteer programs. Requires the Center to: (1) serve as a resource center; (2) train volunteers; (3) conduct an annual survey of volunteer programs; (4) evaluate volunteer programs; and (5) perform any of its functions through contracts with the various types of entities included under eligible partnerships. Authorizes appropriations for FY 1990 through 1994.
