Summary

Extends the life of the Postal Service Advisory Council for 2 years. States that the Postmaster General and Deputy Postmaster General shall be members ex officio of the Council. Provides that the President shall appoint the thirteen members of the Council to be representative of postal services employees, major mail users, and the public at large. Directs the Council to make annual reports to the President and the Congress.
