Summary

Prevention Impact Evaluation Act of 1991 - Amends the Standing Rules of the Senate to require reports accompanying certain bills and resolutions to contain an assessment by the Office of Technology Assessment (OTA) on the extent to which the bill or resolution addresses specified areas related to disease and disability prevention and health promotion. Requires the OTA to develop a standard format to be applied to comply with the Senate Rule and to conduct an annual review of all bills and resolutions for which an evaluation has been completed. Directs the Secretary of Health and Human Services to establish the Task Force on Disease Prevention and Health Promotion to: (1) review the annual OTA report; (2) evaluate and coordinate federally supported disease prevention and health promotion programs; and (3) make policy and budget recommendations to the Congress.
