Impact Aid Timely Repayment Act of 2011 - Amends title VIII (Impact Aid) of the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to complete Impact Aid payments to eligible local educational agencies (LEAs) within three fiscal years of their appropriation.
