Condemns in the strongest possible terms the horrific attack that occurred at the "Congress on your Corner" event hosted by Representative Gabrielle Giffords in Tucson, Arizona, on January 8, 2011. Offers heartfelt condolences to the families, friends, and loved ones of those killed in that attack. Expresses hope for the rapid and complete recovery of those wounded in the shooting. Honors the memory of Christina-Taylor Green, Dorothy Morris, John Roll, Phyllis Schneck, Dorwan Stoddard, and Gabriel Matthew Zimmerman. Applauds the bravery and quick thinking exhibited by those who prevented the gunman from taking more lives and helped to save those who had been wounded. Recognizes the service of the first responders who raced to the scene and the health care professionals who tended to the victims once they reached the hospital and whose service and skill saved lives. Reaffirms the bedrock principle of American democracy and representative government, memorialized in the First Amendment and which Representative Giffords herself read in the Hall of the House of Representatives on January 6, 2011, of "the right of the people peaceably to assemble, and to petition the Government for a redress of grievances." Stands firm in the belief in a democracy in which all can participate and in which intimidation and threats of violence cannot silence the voices of any American. Honors the service and leadership of Representative Giffords, a distinguished Member of the House of Representatives, as she courageously fights to recover. States that when the Senate adjourns on this day, it does so out of respect to the victims of this attack.

Congratulates the Navy and the many crews of the U.S.S. Enterprise (CVN 65) (Enterprise) on having provided the United States an incalculable service in international relations and engagement and in the prevention and winning of armed conflicts over the 51-year period of its service. Honors the service and memory of: (1) the 121 sailors who made the ultimate sacrifice for their country while serving onboard the Enterprise, including the 30 that were killed in action during the Vietnam War; and (2) the 20 Enterprise sailors who were held as prisoners of war during the Vietnam War, the 3 who died while in captivity, and the 5 still listed as missing-in-action. Congratulates the nearly 100,000 current and former sailors who have served on the Enterprise and thanks them for their selfless sacrifice in service to the United States.

Mourns the loss of life from the earthquake and tsunami in Japan on March 11, 2011. Expresses the Senate's condolences to the victims' families and its sympathies to the survivors who are still suffering in the aftermath of this tragic natural disaster. Commends the government of Japan for its courageous and professional response to this natural disaster. Supports the efforts by the U.S. government, relief agencies, and private citizens to assist the government and people of Japan. Urges the United States and the international community to provide additional humanitarian assistance to aid the survivors and support reconstruction efforts.

Reaffirms the strong support of the United States for the peaceful resolution of maritime territorial disputes in the South China Sea. Deplores the use of force by China's naval and maritime security vessels in the South China Sea Calls on all parties to the territorial dispute to refrain from threatening force or using force to assert territorial claims. Supports the continuation of operations by the U.S. Armed Forces in support of freedom of navigation rights in international waters and air space in the South China Sea.

Recognizes the valiant service, actions, and sacrifices of U.S. personnel, including members of the Armed Forces and their families, to support the cause of freedom and defend the security of the United States. Reaffirms that the people of the United States will never forget the challenges our country endured on and since September 11, 2001, and will work tirelessly to defeat those who attacked the United States. Calls upon all people and institutions of the United States, on the 10th anniversary of this tragic day in U.S. history, to observe a moment of remembrance on September 11, 2011. Encourages the observance of the moment of remembrance to last for one minute beginning at 1:00 P.M. Eastern Daylight Time (EDT).

Celebrates the 60th Anniversary of the United States-Philippines Mutual Defense Treaty. Expresses the sense of the Senate that: (1) the U.S. government should propose to the government of the Philippines that a joint commission be established to review the potential for enhancing security ties; (2) the U.S. government should expand the economic relationship with the government of the Philippines toward achieving broad-based economic development in that country; (3) the private sectors of the United States and the Philippines should establish a U.S.-Philippines organization to promote closer bilateral ties across key sectors; (4) the government of the Philippines should continue its efforts to strengthen its democratic institutions; and (5) the U.S. government should continue to assist the government of the Philippines in the areas of maritime security, communications, and overall military professionalization.
