Summary

Amends the Federal Aviation Act of 1958 to repeal the small community essential air service subsidy program. States that commuter air carriers providing service to certain eligible points shall not be exempt from specified air carrier economic regulations unless the Secretary of Transportation determines carriers to be fit, willing, and able to perform such service. Repeals the notice requirement before termination, reduction, or suspension of service by certificated air carriers. Terminates, effective upon enactment of this Act, the Department of Transportation's regulatory authority over air carrier mergers, acquisitions, and interlocking relationships. (Present law terminates such authority on January 1, 1989.)
