Summary

Establishes the Office of Special Counsel as an office within the Merit Systems Protection Board. Sets forth administrative guidelines to delineate the working relationship between the Office and the Board. Requires the budget for the Office to be included in the Board's budget request as a separate line item appropriation. Prohibits the Board from making substantive modifications in the Office's budget. Grants the Office direct access to Congress. Requires the Office to submit to the Board: (1) copies of prepared testimony to be presented to Congress; and (2) for the Board's approval, any legislative changes proposed to Congress. Permits the Office to have its own public relations operation.
