Summary
Constitutional Amendment - Directs the Congress to assure that total Federal outlays do not exceed total receipts in any fiscal year. Excludes from such requirement all outlays and receipts derived from the redemption or issuance of bonds, notes, and other obligations of the United States. Authorizes suspension of such requirement in time of national emergency upon the concurrence of two-thirds of the Members of both Houses of Congress.
