Summary

Department of Defense Appropriation Authorization Act - Title I: Procurement - Authorizes the appropriation of specified amounts for fiscal year 1977 for aircraft, missiles, naval vessels, tracked combat vehicles, torpedoes, and other weapons procurement. Title II: Research, Development, Test, and Evaluation - Authorizes the appropriation of specified amounts for use by the Army, Navy, Air Force, and Defense Agencies for research and development. Title III: Active Forces - Authorizes end strength limits for active duty personnel for the military departments for the period of October 1, 1976, through September 30, 1977. Title IV: Research Forces - Sets active strength levels for Reserve units of the military departments. Title V: Civilian Personnel - Authorizes end strength for civilian personnel in the Department of Defense of 1,040,981 for the period of October 1, 1976, through September 30,1977. Title VI: Military Training Student Loads - Authorizes average military training student loads for the military departments for the period beginning October 1, 1976, and ending September 30, 1977. Title VII: General Provisions - States that none of the funds authorized to be appropriated by this or any other Act shall be used for the purpose of paying any contract claim, request for equitable adjustment to contract terms, request for relief under Public Law 85-804, or other similar request which exceeds $100,000, unless specified criteria are met. Authorizes the Department of the Navy to procure legal services from attorneys in private practice to aid in the disposition of contract-related matters, selection of such attorneys to be based on professional qualifications rather than on competitive bidding procedures. Provides that no funds may be appropriated for any fiscal year or obligated or expended, beginning with fiscal year 1978, for military functions, administered by the Department of Defense, unless funds have been specifically authorized by law.
