Las Cienegas National Conservation Area Establishment Act of 1999

Summary

Las Cienegas National Conservation Area Establishment Act of 1999 - Establishes in parts of Pima, Santa Cruz, and Cochise Counties, Arizona, the Las Cienegas National Conservation Area. Directs the Secretary of the Interior to manage the Area in a manner that conserves, protects, and enhances its resources and values, and to allow only such uses of the Area that will further such purposes. Directs the Secretary to develop and implement a comprehensive management plan for the long-term management of the Area. Authorizes the Secretary to acquire for the Area surrounding lands owned by the State of Arizona or private individuals. Withdraws all public lands within the Area from all forms of entry, appropriation, or disposal under the public land and mining laws, as well as disposition under mineral and geothermal leasing laws. States that Congress does not intend for the Area's establishment to lead to the creation of protective perimeters or buffer zones around the Area (thereby allowing the continuation of all activities outside the Area). Reserves an appropriate quantity of water for Area purposes. Requires an implementation report from the Secretary to Congress. Authorizes appropriations.
