Summary
Amends Federal law to extend from FY 1990 through 1993 the authorization for grants to States for mining and mineral resources institutes. Adds to the list of appropriate institute research subjects the production of fuel and non-fuel resources. Authorizes appropriations for research grants for FY 1990 through 1993. Makes research funds available to institutes participating in generic mineral technology centers. Authorizes appropriations to the Secretary of the Interior for FY 1990 through 1993 for administrative expenses. Adds one additional member (from the mining industry) to the Committee on Mining and Mineral Resources Research. Sets January 15, of each year as the deadline for the Committee's annual plan update to the Congress. Requires the Committee to submit to the Congress by 1992: (1) a review of each institute's eligibility; (2) recommendations to consolidate existing institutes; and (3) a proposal to establish a Generic Mineral Technology Center on Strategic and Critical Minerals.
