Strategic and Critical Minerals Act of 1990 - Amends the Mining and Mineral Resources Research Institute Act of 1984 to direct the Secretary of the Interior to establish a Generic Mineral Technology Center on Strategic and Critical Minerals to develop new technologies that will decrease U.S. dependence on supplies of strategic and critical minerals. Authorizes appropriations.
