Legislative Branch Appropriations Act, 1991 - Title I: Congressional Operations - Congressional Operations Appropriations Act, 1991 - Appropriates funds for FY 1991 for the operations of the House of Representatives for the following: (1) official mail costs; (2) mileage of Members; (3) House leadership offices; (4) Members' clerk hire; (5) committee employees; (6) studies by the Committee on the Budget; (7) contingent expenses of the House, including salaries and expenses of standing, special, and select committees; (8) allowances and expenses; (9) studies and investigations of the Committee on Appropriations; and (10) salaries of officers and employees. Allows the transfer of amounts among specified House accounts upon the approval of the Committee on Appropriations. Authorizes the Clerk of the House to receive and expend funds for the conduct of a biennial equipment exposition for Members. Makes the provisions of H. Res. 294, approved November 17, 1989, establishing five additional positions on the Capitol or Police for duty with the House of Representatives, permanent law. Increases the authorization for the Clerk Hire allowance. Makes the provisions of H. Res. 420, approved June 26, 1990, establishing the position of Director of Employment Practices under the Capitol Police Board, permanent law. Makes appropriations for the following joint items: (1) contingent expenses of the Senate for the Joint Economic Committee and the Joint Committee on Printing; (2) contingent expenses of the House for the Joint Committee on Taxation; (3) the Office of the Attending Physician; (4) the Capitol Police Board; (5) official mail costs; (6) the Capitol Guide Service; (7) the Special Services Office; and (8) the preparation of required statements of appropriations. Appropriates funds for the following congressional offices: (1) the Office of Technology Assessment; (2) the Congressional Budget Office; (3) the Architect of the Capitol; (4) the Congressional Research Service of the Library of Congress; and (5) the Government Printing Office (GPO). Increases the compensation of the Director of Engineering (under the Architect of Capitol). Authorizes the Architect to change the rate of pay of specified positions under his jurisdiction. Increases the compensation of registered nurses under such jurisdiction. Title II: Other Agencies - Appropriates funds for the following congressional agencies: (1) the Botanic Garden; (2) the Library of Congress; (3) the Architect of the Capitol for Library buildings and grounds; (4) the Copyright Royalty Tribunal; (5) GPO for the Office of Superintendent of documents; and (6) the General Accounting Office. Makes funds available to the Library of Congress for expenses of attendance at certain meetings, of which a specified amount is set aside for the Congressional Research Service. Prohibits the Library from using appropriated funds to administer a flexible or compressed work schedule for certain managers or supervisors. Limits the number of employees which the Library may employ with appropriated funds to cover general and administrative overhead costs generated by performing reimbursable work for other agencies. Limits the expenditures by the Library on official representation and reception expenses for the incentive awards program. Authorizes appropriations for the Library to acquire specified property for: (1) a day care center for children of Library and other legislative branch employees; (2) internal and external training; (3) general assembly and education program; (4) temporary living quarters and common areas for visiting scholars; and (5) such other purposes as directed by the Librarian. Establishes a special deposit account in the Treasury for collections received from the use of such property. Prohibits the procurement from commercial sources of any printing related to the production of Government publications (including forms) unless such procurement is through the GPO. Removes the limitation on uniform costs and allowances for security employees at GPO. Increases the salaries of the Public Printer and the Deputy Public Printer. Title III: General Provisions - Sets forth various specified requirements for and prohibitions or limitations on the use of appropriations. Directs the Architect of the Capitol to develop an overall telecommunications plan for the other agencies of the legislative branch that will be compatible with current plans of the House and the Senate. Authorizes legislative branch agencies to use telecommunications systems and services provided by the Architect of the Capitol, the House, or the Senate under a specified plan if such systems and services have been: (1) acquired competitively; and (2) determined to be at least equal in quality to, and not greater in cost than, the systems and services known as "FTS2000." Amends Federal law to remove the disbursement authority of the Botanic Garden from the Library of Congress. Provides approval for the implementation of the Capitol Complex security plan. Revises the authority for issuing the Speaker's Pay Orders. Requires Federal departments, agencies, or instrumentalities to have a policy designed to ensure that all of its workplaces are drug-free. Exempts Members of Congress and Senators from serving on State local juries.
