Summary
Amends the Inspector General Act of 1978 to remove from inclusion as a "designated Federal entity" and add as an "establishment" the following: Amtrak, the Federal Reserve System, the National Science Foundation, the Tennessee Valley Authority, and the United States Postal Service (USPS). Amends Federal employee provisions to include the inspector general of each such establishment within the Executive Schedule pay series. Empowers the USPS Inspector General with oversight responsibilities for all activities of the Postal Inspection Service, including any internal investigations. Requires the Chief Postal Inspector to promptly report to the USPS Inspector General on significant activities being carried out by the Postal Inspection Service. Authorizes appropriations for the USPS Inspector General. Outlines transition provisions for the USPS Inspector General and inspectors general of establishments under this Act.
