Summary

Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act Amendments - Amends the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act of 1970 to declare it the policy of the United States to approach alcohol abuse and alcoholism from a comprehensive community care standpoint. Authorizes the appropriation of specified amounts in fiscal years 1976 through 1979 for enumerated purposes of such Act. Directs the Secretary of Health, Education, and Welfare to allot sums appropriated among the States on the basis of the relative population, financial need, and need for more effective prevention, treatment and rehabilitation of alcohol abuse and alcoholism. Prohibits granting States additional allotments unless the Secretary determines that State alcohol abuse programs comply with specified standards. Requires comprehensive State plans to include: (1) an inventory of public and private resources available for the purpose of alcohol abuse and alcoholism treatment, prevention, and rehabilitation; (2) assurance that the State agency will coordinate its planning with local agencies; (3) assurance that State certification, accreditation, or licensure requirements, if any, applicable to alcohol abuse and alcoholism treatment facilities and personnel take into account the special nature of such programs and personnel; and (4) assurance that there will be some means of evaluating the effectiveness of treatment or rehabilitation programs funded under such Act. Requires that each State receiving funds under such Act submit a report to the Secretary every third year, assessing progress in implementing its State plan. Expands the purposes for which the Secretary of Health, Education, and Welfare may make grants to public and nonprofit private entities to include alcoholism treatment and prevention services, with emphasis on underserved racial and ethnic minorities, native Americans, youth, female alcoholics, and rural areas. Directs, where a substantial number of people of limited English-speaking ability are served by an alcohol abuse program funded under such Act, that the services of outreach workers fluent in the language such people speak be utilized. Entitles alcohol abusers and alcoholics to be treated at outpatient facilities receiving Federal funds for treatment of alcoholism. Adds Title V (Research) to such Act, directing the Secretary to research the behavioral and biomedical etiology, treatment, mental, physical, social, and economic consequences of alcohol abuse and alcoholism. Authorizes the Secretary to make research facilities of the Public Health Service available to public authorities, health officials, and scientists. Authorizes the Secretary to make grants-in-aid to universities, hospitals, laboratories, and other institutions and individuals for alcoholism research projects. Directs the Secretary to provide for review of all activities funded by such Act by utilizing appropriate scientific peer review groups. Authorizes the Secretary to designate any public or private nonprofit entity as a National Alcohol Research Center for the purpose of providing coordination among biomedical, behavioral, social, therapeutic, and related disciplines for conducting interdisciplinary research. Authorizes the Secretary to make grants to such Centers, provided that no Center is granted more than $1,000,000 in any fiscal year. Amends the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act Amendments of 1974 to require the Secretary to evaluate and make recommendations regarding improved coordinated activities for public education and other alcoholic abuse prevention programs. Amends the Public Health Service Act to require that five new professional positions be established within the Public Health Service, and that at least five such professionals be appointed to the National Institute on Alcohol Abuse and Alcoholism.
