Summary
Improving Outcomes for Children Affected by Meth Act of 2006 - Amends the Social Security Act to direct the Secretary of Health and Human Services to reserve a specified portion of any appropriation for the promoting safe and stable families (PSSF) programs during FY2007-FY2011 for grants for regional partnerships to increase the well-being of, and improve the permanency outcomes for, children affected by methamphetamine abuse and addiction. Reauthorizes: (1) the PSSF program; (2) discretionary grants under such program; (3) state courts assessment and improvement grants; and (4) the mentoring children of prisoners program. Increases the amount reserved under the PSSF program for allotments to Indian tribes. Authorizes tribal consortia to receive such allotments. Requires state PSSF plans to contain assurances that the state will establish procedures to provide for the additional evaluation of any family that proposes to provide foster care and adopt a certain number of children.
