Expresses the sense of the Congress that: (1) a system of at least 200,000 miles of highways of national significance should be established; (2) in authorizing the construction of highway projects due consideration should be given to the fact that the topography of a rural area causes the costs of construction to exceed such costs in an urban area; and (3) formulas established to apportion funds under the national highway program should be responsive to rural transportation needs and should emphasize the number of miles of highways in a State.
