Summary
Declares that Congress considers the Palestinian Authority to be in violation of the principles embodied in the United Nations Convention on the Rights of the Child for its use of children as soldiers and for inciting children to acts of violence and war. Urges: (1) the Palestinian Council to declare its commitment to the Convention and to adopt legislation to implement the Convention as soon as possible; (2) the President to withhold any future U.S. assistance to the Palestinian Authority until it stops the use of children in armed conflict; and (3) the Secretary of the Treasury to instruct the U.S. executive director of each international financial institution to use the U.S. voice and vote to oppose assistance to the Palestinian Authority until it discontinues its use of children as soldiers. Requests reports by the Secretary of State on: (1) the degree to which Palestinian children are encouraged by the Palestinian Authority to participate in organized violent or terrorist acts and the degree to which the Palestinian education system, religious structures, and media play a role; and (2) Palestinian Authority efforts to prevent the involvement of children in such acts.
