Commends the recent agreement between the Democratic Justice Party and the Democratic Reunification Party on the issue of constitutional reform. Urges the Government of President Chun Doo Hwan to free all political prisoners and to relax restrictions under the Basic Press Law. Calls on the South Korean armed forces not to interfere in the campaign leading up to direct elections in December 1987 or in their aftermath.
