Expresses the sense of Congress that, in order to protect the safety and well-being of United States citizens traveling in Mexico, the President should begin negotiations with the Government of Mexico to establish a humanitarian exemption to Mexican bond requirements, in order to ensure that U.S. citizens injured in Mexico can be immediately transferred to U.S. facilities for necessary medical treatment.
