Expresses the sense of the Congress that: (1) the Government of the People's Republic of China has dramatically decreased political and economic freedom and is moving toward a more repressive form of rule which violates human rights; (2) the Government of the Republic of China (Taiwan) has become increasingly democractic, economically free, and respectful of human rights; and (3) U.S. relations with such countries should accurately reflect the primacy that U.S. policy places on political and economic freedom and human rights.
