Summary
Condemns the terrorists who planned and carried out the September 11, 2001, attacks against the United States, as well as their sponsors. Reaffirms the importance of joint efforts between the United States and the Russian Federation to provide the fullest possible level of cooperation on antiterrorism activities. Directs the Speaker of the House of Representatives and the Majority Leader of the Senate to seek to enter into negotiations with appropriate officials of the State Duma and the Federation Council of the Russian Federation for the establishment of a joint task force on antiterrorism to provide for increased cooperation between the U.S. Congress and the Russian Federation Parliament on issues relating to antiterrorism.
