Urges the Secretary of State and the Administrator of the Agency for International Development to: (1) give increasing attention to the linkage between environment and national security; and (2) focus a significant portion of U.S. foreign assistance on environmental restoration, reforestation, pollution control, improvements in energy efficiency, and rehabilitation of degraded ecosystems.
