Expresses the sense of Congress that the President instruct the Director of the Energy Policy Office to contract with foreign suppliers of number 2 heating oil to establish a sufficient emergency supply of heating oil to be retained for distribution at reasonable cost in conjunction with any emergency needs of which such office is notified by the Office of Oil and Gas of the United States, Department of the Interior.
