Summary
Declares the sense of the Congress regarding: (1) conservation and management of Atlantic bluefin tuna in the Atlantic Ocean and the Mediterranean Sea; (2) U.S. opposition to further quota reductions for nations harvesting Atlantic bluefin tuna in a specified area until the impact of conservation measures can be determined; and (3) the continued harvesting by fishermen from member countries of the International Commission for the Conservation of Atlantic Tunas which does not comply with the conservation and management recommendations of the Commission, which will be considered by the Congress to diminish the effectiveness of an international fishery conservation program and to be subject to an embargo under the Atlantic Tunas Convention. Declares that the United States should encourage: (1) other nations with significant markets for Atlantic bluefin tuna to prohibit their importation from harvesting nations which do not comply with the conservation and management recommendations of the Commission; and (2) the Commission to adopt recommendations authorizing the use of discretionary trade actions as enforcement against nations that undermine the effectiveness of such conservation and management recommendations.
