Economic Growth and Jobs Act of 1994 - Grants the President authority to declare temporary tax reductions based on economic growth and the rate of national unemployment. Provides for a temporary surtax when the economic growth requirements are subsequently satisfied.

To express the sense of the Congress of the United States that the United States should actively seek compliance by all countries with the conservation and management measures for Atlantic bluefin tuna adopted by the International Commission for the Conservation of Atlantic Tunas.

Declares the sense of the Congress regarding: (1) conservation and management of Atlantic bluefin tuna in the Atlantic Ocean and the Mediterranean Sea; (2) U.S. opposition to further quota reductions for nations harvesting Atlantic bluefin tuna in a specified area until the impact of conservation measures can be determined; and (3) the continued harvesting by fishermen from member countries of the International Commission for the Conservation of Atlantic Tunas which does not comply with the conservation and management recommendations of the Commission, which will be considered by the Congress to diminish the effectiveness of an international fishery conservation program and to be subject to an embargo under the Atlantic Tunas Convention. Declares that the United States should encourage: (1) other nations with significant markets for Atlantic bluefin tuna to prohibit their importation from harvesting nations which do not comply with the conservation and management recommendations of the Commission; and (2) the Commission to adopt recommendations authorizing the use of discretionary trade actions as enforcement against nations that undermine the effectiveness of such conservation and management recommendations.

Foreign Tax Compliance Act of 1994 - Amends the Internal Revenue Code to include in the taxation of controlled foreign corporations income attributable to imported property. Requires the separate application of limitations on the foreign tax credit for imported property income. Expresses the sense of the Congress that deficit reduction should be achieved in part by eliminating enforcement breakdowns that enable foreign-controlled corporations operating in the United States, and foreign persons investing in the United States, to pay no taxes.

Expresses the sense of the Congress that: (1) the President should seek an international agreement prohibiting the production, possession, transfer, and use of antipersonnel landmines; and (2) a moratorium by the United States on the purchase and production of antipersonnel landmines would encourage other nations to adopt similar measures. Prohibits the U.S. Government from purchasing or producing such landmines effective 90 days after this Act's enactment date. Continues such moratorium for one year from this Act's enactment date. Urges the President to encourage other nations which are major producers of such landmines to adopt similar moratoria. Authorizes the President to extend the moratorium if other nations have adopted similar moratoria. Authorizes appropriations to the Department of Defense for: (1) humanitarian activities relating to the clearing and disarming of landmines and the protection of civilians from landmines; and (2) contributions to United Nations funds and nongovernmental organizations to support such activities. Directs the Administrator of the Agency for International Development and the Secretary of State to submit to the Congress a quantitative and qualitative analysis of the social, economic, and environmental costs and effects of antipersonnel landmines. Requires the Secretary of Defense to report to the Congress on the total number of members of the armed forces killed or wounded by antipersonnel landmines during World War II, the Korean conflict, the Vietnam era, and the Persian Gulf War.

Directs the Secretary of Health and Human Services to develop a detection test for synthetic BGH residues in milk.

Gulf of Maine Act of 1994

Gulf of Maine Act of 1994 - Establishes a Gulf of Maine Council to promote the environmental and economic health of the Gulf of Maine. Requires the Council to: (1) facilitate the coordination of governmental and nongovernmental activities related to the Gulf; (2) establish a Gulf of Maine Advisory Group to advise the Council, the Governors of Maine, Massachusetts, and New Hampshire, and the Premiers of Nova Scotia and New Brunswick on the implementation of this Act; and (3) adopt a Gulf of Maine Agreement for the protection, assessment, management, and sustainable development of the Gulf. Authorizes appropriations. Directs the Council to establish an Economic Development Board to implement a long-term plan for coordinating environmentally sound economic assistance for the Gulf region. Authorizes the Secretary of Commerce to provide planning and local technical assistance grants to the Council for related projects. Makes a cooperative agreement available through the Economic Development Administration for planning programs to retain or create full-time permanent jobs and income for individuals who are unemployed or underemployed as a result of Federal fishery management regulations. Authorizes appropriations. Permits the Council to submit recommendations to the New England Fishery Management Council (Management Council) on fishery management plans if recommendations are necessary to make such plans reflect the goals and priorities of the Agreement. Requires the Secretary, if in concurrence with such recommendations, to issue a finding that the Management Council review such plans in light of the Council's recommendations. Establishes an Environmental Management and Assessment Program for the Gulf region and provides for a plan for improved environmental management and assessment. Authorizes grants to the Council for such purposes. Authorizes appropriations. Permits the Regional Marine Research Board for the Gulf of Maine, with the Secretary's approval, to revise schedules for the development of research plans under the Marine Protection, Research, and Sanctuaries Act of 1972 to ensure coordination with activities under this Act. Authorizes the Council to establish a Gulf of Maine Research Advisory Group. Authorizes appropriations. Permits the Administrator of the Environmental Protection Agency to award grants to the St. Croix International Waterway Commission to support its activities. Authorizes appropriations.

Employment Non-Discrimination Act of 1994

Employment Non-Discrimination Act of 1994 - Prohibits employment discrimination on the basis of sexual orientation by covered entities, including employing authorities of the House of Representatives, employing offices of the Senate, and instrumentalities of the Congress. Declares that: (1) this Act does not apply to the provision of employee benefits for the benefit of an employee's partner; and (2) a disparate impact does not establish a prima facie violation of this Act. Prohibits quotas and preferential treatment. Declares that this Act does not apply to: (1) religious organizations (except in their for-profit activities); (2) the armed forces; or (3) laws creating special rights or preferences for veterans. Provides for enforcement. Disallows State and Federal immunity. Allows recovery of attorney's fees. Prohibits retaliation and coercion. Requires posting notices for employees and applicants.

Bovine Growth Hormone Milk Act - Title I: Labeling - Directs the Secretary of Agriculture (Secretary) to impose labeling requirements on milk and milk products intended for human consumption produced from cows treated with synthetic bovine growth hormone (BGH). Directs the Secretary to issue recordkeeping regulations for persons who sell, buy, distribute, or use synthetic BGH. Establishes civil penalties for labeling, recordkeeping, or related violations. Title II: Reduction in Price - Amends the Agricultural Act of 1949 to reduce the price received for milk produced by cows injected with synthetic BGH. Title III: Residue Test - Directs the Secretary of Health and Human Services to develop a detection test for synthetic BGH residues in milk.

Expresses the sense of the Congress that: (1) the Department of the Interior, the Department of Transportation, the Environmental Protection Agency, and other executive agencies with relevant jurisdiction should evaluate the Walt Disney Company's proposed theme park, Disney's America, and ensure that it is in strict compliance with existing Federal environmental, transportation, and historic preservation statutes; (2) the congressional committees of jurisdiction should hold hearings to examine such aspects of the proposed theme park and the associated development of the surrounding area; (3) the historic Northern Piedmont area of Virginia should not be the site of a massive theme park and real estate project; and (4) the Walt Disney Company should seek another location for the park where its impact would not disturb areas of such great historical significance as the Northern Piedmont area of Virginia.
