Declares that it should be U.S. policy to: (1) establish diplomatic relations with the Afghan resistance; (2) terminate the presence of the U.S. Embassy in Kabul, Afghanistan, until negotiations take place in Geneva between the Soviets and the Afghan resistance or the Soviets withdraw from Afghanistan; and (3) request the United States to include the Afghan resistance in such negotiations.
