Summary
Makes it the responsibility of the Joint Committee on Printing to develop and report to each House of Congress by April 1, 1987, an overall plan for acquisition and management of efficient, economical, and compatible telecommunications systems for the House of Representatives, the Senate, or any agency of the legislative branch. Prohibits any expenditure for acquisition of any component for such a telecommunications system if that component is not in compliance with requirements of the plan as approved by the Committee on House Administration and the Committee on Rules and Administration of the Senate. Specifies special members of the Joint Committee on Printing.
