Summary

Directs the President to reduce gasoline consumption by means of tax measures and by encouraging less driving, reduced highway speeds, and the development of smaller and more efficient automobile engines. Urges that research programs be emphasized to assure the United States of sufficient energy from domestic sources through: (1) developing techniques to convert coal and wood chips into oil and to make use of oil shale reserves; (2) devising new transportation systems; and (3) exploiting geothermal, solar, and nuclear energy.
