Summary
Makes it the sense of the Congress: (1) that every effort should be made to encourage American industry and the American public to ship and travel on American ships to the end that the balance-of-payments drain resulting from payments to ships of other countries be substantially reduced; and (2) that the Department of Commerce, Department of Transportation, and all other Government agencies should take all measures at their disposal to accomplish this objective.
