Summary
Calls upon the Government of Sudan to negotiate a peaceful solution to the civil war. Conditions U.S. relations with the Sudanese Government on such Government's willingness to allow humanitarian relief efforts to proceed unimpeded and on meaningful progress in peace negotiations. Calls upon the President and the Secretary of State to continue to urge the Government of Sudan and the Sudanese People's Liberation Army to negotiate a peaceful settlement to the war.
