Summary

Expresses the sense of the Congress that the President should: (1) try to secure an agreement to reduce export credit subsidies granted by members of the Organization for Economic Cooperation and Development; (2) make this issue a high priority matter in U.S. relations with those governments; and (3) consider using other methods to counter the economic consequences of foreign government export credit subsidies and to induce those governments to negotiate to reduce those subsidies. Expresses the sense of the Congress that the Export-Import Bank should use its resources to offset the subsidies granted by those governments who have been most reluctant to negotiate reform of the "Arrangement on Guidelines for Officially Supported Export Credits."
