Summary
Expresses the sense of the House of Representatives that the President should provide for the immediate release of funds which were appropriated by Congress for public works under the Public Works for Water, Pollution Control, and Power Development and Atomic Energy Commission Appropriation Act, 1971, and which were placed in budgetary reserve for economic reasons at his direction. Urges that the construction of such public works, except those being delayed for environmental reasons, should proceed according to the schedules set and funds appropriated by the Congress in the exercise of its proper legislative function.
